Using the blue paint, coat the outside of the toilet paper tube and let dry.

Next, paint little white stars all over the blue tube. You can do this freehand with a small paintbrush or use a stencil. I used a little sticker stencil. Let dry.

Cut pieces of streamers about 12 inches long. You will need 3 red and 3 white pieces.

Put a little line of glue on the top edge of a red streamer and stick it to the inside edge of the tube.

Put a little line of glue on the top edge of a white streamer and stick it to the inside edge of the tube but overlap it about halfway on the red one. Continue with this pattern until you have all the streamers glued on.

Let this dry for about 10 minutes.

With your scissors, cut the strips up the center lengthwise until you get to the edge of the tube. Your 6 streamers should now look like 12 thinner pieces.

Hold the tube a little bit away from your mouth and blow, the streamers will blow out like a blower.
