Cut about 1/3 off the top of one of the paper plates.

Rub glue all over this plate and press on the confetti until covered.

On the whole paper plate, rub glue just over the top 1/3 of the plate and press confetti onto it until covered.

Now cut tiny pieces of pipe cleaner, bend in half, and hot glue or Glue each onto a blue pom. Make sure the open ends are facing out so it looks like a beak.

Glue a pair of googly eyes onto each one as well.

Set the smaller paper plate onto the whole one and hot glue around the edges to secure. The top third of the bottom plate should be completely visible.

Glue the bird’s heads onto the bottom plate so it looks like they are peeking out over the top plate.

Add feathers or worm bait if you would like.
